Mark Perkins was born in 1951 and has lived in Dorset for most of his life.
He completed a graphic design course at Bournemouth and Poole College of Art, with diplomas in graphic design, and then qualified as a teacher in Yorkshire with the University of Leeds.
Working life began with a Bournemouth advertising agency/art & design studio. Shortly after joining he became creative director and remained with the company for 20 years. Whilst at the art/design studio he was elected to Membership of the Chartered Society of Designers. He then pursued a career teaching art to secondary age students.

Before writing and illustrating, Mark worked continuously filling many sketchbooks, collating his ideas and thoughts with imagery which was created both traditionally and digitally, and often a combination of both. He produced a large book of some of the work but this has never been published.

Mark decided to write under the name given to him by one of his first grand-children.
Oliver seemed to like to call him Papa (and his wife is Dede). It stuck!
